About Us

The Illinois Crime Free Association was established in 2021 as a 501(3)(c). The association includes law enforcement agencies that actively participate in the Crime Free Multi-Housing program.  Educating landlords in Illinois communities is a top priority.  The Illinois Crime Free Association was established to help agencies with continuing education and Crime Free program development.

President

Michael Banske

Mike Banske is the Director of the Crime Free Multi-Housing program in Calumet City. 

Mike began his law enforcement career in Calumet City in 1997 as a police officer. Over his twenty-five year career, he was a juvenile officer and crime scene technician. In 2009, Mike was instrumental in establishing Calumet City’s Crime Free program serving as the program Coordinator for multiple years.  

Shortly after retiring in June 2022, Mike became the Director of the Calumet City’s Crime Free Housing department where he oversees fair housing issues, completes C.P.T.E.D. inspections, and supervises the vacant & foreclosed property registration program.

Doug Alba

Doug Alba has been with the Village of Tinley Park Police Department as their Crime Free Rental Housing Coordinator since 2013.  

Prior to coming to Tinley Park, Doug was a police officer in Country Club Hills for twenty-seven years.  Doug initiated the Crime Free Rental Housing Program in Country Club Hills in 2009 and retired in 2013.  Doug is a graduate of the University of Illinois with a Bachelor of Arts degree in Political Science.

Mark McGuffin

Mark McGuffin began his twenty-six year career with the Mount Prospect Police Department as a patrol officer. 

He went on to serve in many positions including: Patrol Sergeant, Investigative Sergeant, Patrol Commander, Investigative Commander and Administrative Commander. In the summer of 2019, he retired. In the fall of 2019, he was selected to return to the Mount Prospect Police Department as the Crime Free Housing Coordinator. Mark is a graduate of the FBI National Academy, has a master’s degree from Benedictine University and a bachelor’s degree from Iowa State University.

Julie Smith

Julie Smith has been with the Naperville Police Department serving as a Crime Prevention Specialist coordinating the Crime Free Multi Housing  program since 2013.

 Before coming to Naperville Police Department, Julie served as a police officer with the Addison Police Department for seven years. She is a certified Security Assessment Specialist, Elderly Service Officer, School Security Strategies and Design Specialist,  AARP Smart Driver Instructor, and an A.L.I.C.E. Critical Incident instructor.  Julie holds a Bachelor of Science degree in Business Administration from Elmhurst College.
